Abstract
Last year the Portland West Neighborhood Planning Council successfully appealed and won back $700,000 in federal funds that had been cut from its Youthbuild program. This year, however, it was denied a $695,505 grant by the U. S. Department of Housing and Urban Development. Youthbuild provides training and help with job placement for at-risk youths, and helps them earn their GEDs. Executive Director Ethan Strimling is optimistic that the program will survive, although it will service 12 students in 1998-99, compared with an average of 30 in recent years. HUD changed its scoring criteria, which the suit claimed penalizes small cities such as Portland, while favoring larger urban areas.
