"Environment Notes" piece on the Navy's controversial plan to store hazardous waste from other naval installations at the Portsmouth Naval Shipyard; ornithologist Charles Duncan's move from his academic post at the University of Maine at Machias to Portland, where he will work for The Nature Conservancy; the Gulf of Maine Council on the Marine Environment's "visionary award" to aquaculturalist Ed Myers of Walpole; and statistics on the Maine Coast Heritage Funds' acquisitions in 1998.
