Abstract
"Second Story" piece on Bob Boilard, 75, who has served as Biddeford's volunteer representative on the Saco River Corridor Commission since it was established by the Legislature in 1973. Boilard believes the Saco, a drinking water source for nearly one Mainer in six, gets short shrift compared to other Maine rivers. The lack of adequate state funding for the commission is yet another example of the Saco being overlooked. Discharge from wastewater treatment plants and septic effluent from homes along the river are two of Boilard's chief concerns. With a list of the river's ills and how they affect its struggling fish population.
