Abstract

"News & Issues" piece on Maine's poverty rate, which has stayed above 10 percent since enactment of the 1996 "Temporary Assistance for Needy Families" law that ended "welfare as we know it," according to the Center for Community Change, an advocacy group in Washington. Since 1996, Maine has reduced the number of welfare recipients from 24,000 families to 12,500, but Maine's rate of poverty dropped by only 3 percent, from 14.3 percent to 10.9 percent, according to figures from the State Planning Office.
