Gov. Angus King's proposal to give each seventh grader a laptop computer, using interest from a $50 million endowment, is being scaled back by Democrats who want to use a $15 million endowment for more general technology needs. King calls their plan "a good step forward," in light of the generally negative reaction to his plan. With details on the speed at which computers and computer-literacy are becoming essential. In colleges, they can reduce textbook costs, improve quality of educational materials, and allow students to register, check grades, and browse the library catalog. King calls computers "the pencils of the 21st century."
