Abstract
"News & Issues" piece on the Conservation and Reinvestment Act (CARA). The act would reauthorize and fully fund for the first time the federal Land and Water Conservation Fund, which derives its income from federal oil and gas drilling leases, mostly in the Gulf of Mexico. Maine has received tens of millions of dollars from the fund in the past and would realize about $36 million a year for the next 15 years if CARA is enacted. But Maine's Republican U.S. senators Olympia Snowe and Susan Collins are withholding their support. Some attribute their lack of support to lobbying by property rights activists, including Jonathan Reisman, a professor on the faculty at the University of Maine in Machias.
