Abstract
"Capitolism" piece on Gov. Angus King's proposal to make it more difficult to get referendum questions on the ballot. The author speculates that "the powers-that-be are beginning to worry about the clear-cutting referendum" and perhaps an impending referendum on a North Woods National Park, which voters appear to favor. He says that King is trying to "abrogate the will of the majority," and that an increasing number of referendum questions are evidence of legislative and administrative failure to make tough decisions.
