Abstract

Maine is falling behind in meeting important deadlines to implement the 1990 Clean Air Act's ozone reduction rules, due in large part to the stubborn attitude of industry. Industry doesn't deny it is opposing certain rules, but contends that since most of the state's polluted air comes from the south and west, the polluters in those areas should be required to clean up their act before costly requirements are imposed on Maine businesses.
