Abstract

The new U.S. Department of Commerce groundfish recovery plan makes the assumption that reducing fishing pressure on commercially-valuable groundfish by 50 percent over the next five to seven years will allow the overfished stocks to rebound. Some observers believe that dogfish and skates have filled the ecological niches vacated by the overfished species, and any plan to increase stocks of valuable groundfish will have to include ways to control the less valuable species.
