Abstract

"Cover Story" piece on a new four-lane highway proposed for Aroostook County. Whether it's a new extension of Interstate 95 through the county's wilderness area, or an upgrade of Route 1, has sparked contentious debate among the communities that stand to gain, or lose, by its location. A 50-year-old federal promise, two decades of off-and-on-planning, five years of serious committee meetings and a $5 million federally funded study have brought the nearly half-billion-dollar project within sight. Just four route options remain on the table, out of the original 40. But there's a need for consensus and if one isn't reached soon, the opportunity may be lost. With details of the four options currently under study by Massachusetts development consultants Vanasse Hangen Brustlin, and comments by many in the public and private sectors who prefer one option over others.
