Abstract
"News" piece on the Maine Energy Recovery Company (MERC) in Biddeford. The plant, which has been operating for 15 years, has a well-chronicled history of environmental and health transgressions. The nearby city of Saco is pushing the company to pay for a health survey, expected to cost $1 million, as part of negotiations over a new contract. The city of Biddeford has taken a more aggressive stance, adopting an air toxics ordinance that would regulate emissions of up to 700 compounds, far beyond what is required by the state. The ordinance is supposed to go into effect March 1, but MERC and other companies have gotten lawyers involved and a lawsuit is possible.
