Abstract

"News" piece on a Portland ordinance that allows the Portland Police Department to impound the vehicles of chronic scofflaws. Impoundment is aimed at dangerous drivers who refuse to stop driving even after they lose their licenses. Each year, Portland police make 600 arrests for drunk driving and another 700 arrests for driving on a revoked license, according to Portland police chief Michael Chitwood. The ordinance, adopted by the city council on April 1, makes some hardship exceptions but not enough to satisfy the Maine Civil Liberties Union, which is weighing a court challenge.
