Abstract
"News" piece on the boldest attempt in decades to modernize the state's tax structure, which went down to defeat in the Legislature last week. The measure, which would have shifted about $300 million from the local property tax to an expanded states sales tax and would have required a constitutional amendment, was killed in the state Senate by a vote of 31-4.
