Abstract

The state Legislature is considering a bill that would exempt Maine's paper mills from taxes on new construction and equipment needed to comply with federal air and water pollution regulations. Under the legislation, Maine towns could be forced to forgo $120 million in property taxes while the state could lose $30 million in sales and income taxes. Details.
