Abstract

Paul Vestal, 47, came to Maine in 1977 from a career in corrections in Georgia, which included a stint as warden of a women's prison. Donald Allen, the state corrections commissioner, in 1980 appointed Vestal warden of the Maine State Prison in Thomaston, a position he held for two years. Now the director of Maine Advocacy Services, an agency that monitors compliance with the federal Americans With Disabilities Act, Vestal doesn't hide his ambition to succeed Allen when a new governor takes office in January, and if he does he would put inmates to work so they would have a good reason not to return to prison.
