Abstract

The 1994 federal groundfish recovery plan required a drastically reduced fishing effort, and some observeres have suggested a federal buyback to slim down the New England fishing fleet. Ed Love, 70, of Yarmouth, is the managing owner and principal financial backer of two Portland-based boats, the Katahdin and the Caitlin. He would welcome a federal buyback. Love thinks that anyone who believes the government will come up with the money for a vessel buyback program is dreaming.
