Abstract

Maine is one of 15 states nationwide with a mandatory arrest law in domestic abuse cases, and domestic violence experts say that Portland is in the forefront in dealing with the problem. The city in 1986 developed a community response system of dealing with domestic violence, and if there are signs of an assault an officer will arrest the perpetrator at the scene. Reported cases of domestic violence in Portland more than doubled the first year the system was in place, from 304 in 1986 to 630 in 1987. Details.
