Abstract
John Brier, co-owner of Industry, an over-18 dance club in the Old Port in Portland, is sponsoring a proposed state referendum to raise the legal age for purchasing tobacco from 18 to 21. Brier said most smokers become addicted to nicotine before age 21, and said the current law isn't preventing smoking among underage kids. Brier needs to collect more than 51,000 signatures to put the measure on the 1997 ballot.
