Abstract
"City" piece on a blue-ribbon panel appointed by Portland officials to review the process the city uses when it constructs or renovates buildings. Former Portland Mayor Jack Dawson appointed the panel last fall in response to public criticism of cost overruns and construction problems at the city's schools. The group is chaired by Bruce Gensmer of The Portland Newspapers and includes two former city councilors and two former school board members. Few people agree on what the group is supposed to be studying, when it will complete its task, or even if it will present any conclusions.
