Abstract
"City" piece on the Cumberland County Jail, which is almost at maximum capacity a decade earlier than expected. When the $25 million facility was opened in July 1994, it was supposed to serve the county until 2010 or beyond. But Sheriff Mark Dion predicts the jail will exhaust its capacity in 2004. In its first year, the jail held an average of 158 prisoners. That number was up to 345 in 2000, and its total capacity is 393.
