Abstract

"City" piece on the federal Department of Housing and Urban Development's (HUD) Section 8 program which provides rent subsidies to low-income people. Some say HUD is contributing to Portland's homeless problem because apartments rented to families with children under the age of 6 must meet strict regulations set by the federal Environmental Protection Agency and enforced by inspectors at the Portland Housing Authority, which administers Section 8 money for HUD.
