Abstract

"City" piece on a proposal by Portland city councilor Tom Kane for the creation of a citizen review board to hear complaints about the Portland Police Department. But even if it is approved by the city council on Nov. 5, the board will only be able to study whether the department conducts adequate and unbiased investigations of some complaints made against its officers. Though Kane said the current proposal meets his need to establish some kind of oversight of the police before he leaves the council in December, it may not meet the needs of those with serious grievances against the department.
