Abstract
"City" piece on an idle parking lot built by the Libra Foundation in Portland. It is rumored, but not confirmed, that the lot may eventually be the site of a railway commuter station between Portland and Pineland, the former residential center for people with mental retardation in Pownal, which closed in 1996. Since then, Libra has purchased about 2,000 acres of the Pineland campus to develop it for a mix of profit and nonprofit use. The parking lot in Portland borders train tacks owned by the St. Lawrence & Atlantic Railroad Co, which has Maine offices in Auburn and Danville Junction.
