Abstract
"City" piece on the Maine Lobster Apprenticeship program, which was created by state law in the mid-1990s as a way to promote conservation of lobsters. People wishing to obtain a commercial lobstering license must complete an apprentice program of 200 fishing days, working at least five hours per day, over a minimum two-year period before the can apply for their license. The catch is, these rules apply to everyone, including those who have decades of experience trolling Maine waters. There are seven fishing zones on the Maine coast and all but two are closed to new licenses.
