Abstract

"The Talk of Maine" piece on Seth Carey, who crafted a sweeping referendum question to create a casino in Oxford County. Passage of the referendum would have given his company Evergreen Mountain Enterprises wide latitude in setting up the casino and would give Carey a voting position on the board of every organization that receives a share of the casino's income. After complaints of malfeasance, he sold his company to Las Vegas-based Olympia Group, which could assume those powers if the referendum passes.
