    Abstract

    "Business Maine: Central & Western" piece briefly outlining Gov. John Baldacci's tax reform plan that combines cautious changes to the tax structure with municipal government reform and regionalization. To lower the tax burden on residents and businesses, the governor would lower the top income-tax rate from 8.5 percent to 7.5 percent, expand eligibility for the "circuit-breaker" property-tax refund program, and eliminate the tax on business equipment. To pay for those cuts, towns would be encouraged to form "municipal service districts" to share school and other service costs.
