Abstract
"Capitol Update" piece on two studies in the Democratic majority budget. One study would require the new Office of Government Programs and Accountability to study the effectiveness of the Business Equipment Tax Reimbursement program (BETR), and the second directs Maine Revenue Services to assess which companies use both the BETR program and the tax increment financin program. Democrats voted to take away the BETR benefit starting in 2006 for retail operations with more than 100,000 square feet, a measure aimed at Wal-Mart-type companies. The bills will have an impact on business planning.
