Abstract
"Capitol Update" piece on proposed changes to the Business Equipment Tax Reimbursement (BETR) program included in Gov. John Baldacci's tax reform package. Sen. Ethan Strimling (D-Portland) and other critics maintain that only a handful of very large companies receive the refund, and that some of those companies "double dip" because they are reimbursed for property taxes they may not have paid due to local tax incentives for locating in a specific municipality. The business community, the Department of Economic and Community Development, and the Maine State Chamber of Commerce all oppose changes to the program, arguing that BETR is necessary for the health of the Maine economy.
