"Focus on Human Resources" piece on the new Portland Public Schools' teacher contract that ties salary increases to pursuit of professional development, classroom innovations, and contributions to the wider school community. The new contract removes the emphasis on length of employment and advanced degrees, relying instead on a new unit called the "contact hour," which can be earned through activities that don't automatically carry college credit.
