Abstract
"Focus on Greater Portland" piece on congestion along Portland's I-295 corridor. The Portland Area Comprehensive Transportation Committee (PACTS) released a long-range transportation plan in June titled "Destination Tomorrow." An ongoing debate involves whether to invest in public transportation or roads. Of the $1 billion PACTS says is needed over the next 20 years, only an estimated $501 million will be made available. Less than one percent of all commuters use METRO, the Portland bus system. If every PACTS project were funded, vehicle hours traveled would increase by 31.2 percent rather than by 33 percent by 2025.
