Abstract
"Capitol Update" piece on shortfalls that are holding up the finalization of Maine's two-year budget. Finance Commissioner Sawin Millett told the Legislature's appropriation committee that the administration plans to reduce the $164 million budget hole through the elimination of health insurance coverage to 28,000 childless adults, a reduction of the tax cut package, repeal of child care workers' collective bargaining rights, use of $29.7 million from Maine's "rainy day" fund, and an anticipated $16.8 million in federal money from planned improvements to the billing system at the Department of Health and Human Services.
