Abstract
In recent weeks the Portland City Council's housing committee has suggested that the city should not apply for an increase in the number of households eligible for federal rent subsidies, and the Portland Planning Board rejected a pre-release center for federal convicts. Both measures are part of an effort to limit Portland's role as a haven for the poor and the needy. City officials say Portland has its fair share of group homes and subsidized housing, while housing advocates say the city is discriminating against those in need. Details, related article, list of transitional and special needs housing in Portland.
