Abstract

Pharos House on Thursday filed suit in Cumberland County Superior Court against the city of Portland, claiming the city's ordinance prohibiting new halfways houses from opening is unconstitutional. The Portland Planning Board in September rejected Pharos House's plan to open a pre-release center on Washington Avenue, and the city council in October adopted the ordinance banning new facilities from opening.
