Abstract

Pharos House, a non-profit agency which currently operates a halfway house on Grant Street for released inmates, has proposed opening another such facility on Washington Avenue. The proposal has resulted in fierce neighborhood opposition to the plan, and has raised anew questions regarding what the city should do to regulate halfway houses and similar facilities. Details.
