Abstract

Sean Rafter, the pilot of the Airmed helicopter that crashed into Casco Bay last week killing three people, was not licensed to fly on navigational instruments during foul weather. On the day of the crash, however, he had been given permission to switch to instrument flight rules because of bad weather encountered on the emergency flight from Ellsworth to Portland. Details.
