Abstract

A 22-member task force appointed by Gov. McKernan in 1992 to study the state's method of funding local education on Monday recommended that Maine consider such factors as local poverty rates, housing costs and school tax rates in determining the amount of state money municipalities should receive. Gov. McKernan, while not endorsing the central recommendations of the task force, said that its work provides a basic framework for reform. Details.
