Abstract

The Park and Work program, sponsored by Portland's Downtown District and designed to free up street parking spaces for shoppers, has failed to interest any of the downtown workers targeted. Under the program, downtown workers earning up to $6 an hour or $10,000 per year can park in garages and lots at reduced rates. Details.
