Abstract

Developer William J. Dowd has purchased the historic Tracy-Causer building on Portland's Fore Street and plans to turn it into retail and office space. The building previously was at the center of a legal battle between the city and its former owners, The Fineberg Cos. of Boston, who wanted to demolish the structure so they could develop the land.
