Abstract

Developer F Timothy Vigue has proposed covering Waterville's Main Street and Castonguay Square to turn the area into an indoor mall, and is working with the North Kennebec Regional Planning Commission to apply for a grant to study the feasability of the project -- Some members of the Waterville business community have embraced the idea, while others are viewing it as a joke
