Abstract

Ray B. Owen, commissioner of the Department of Inland Fisheries and Wildlife wants to impose a catch-and-release rule on Maine's popular Atlantic salmon sport fishery. In 1992, the salmon run in the United States was only about 5,000. That includes 2,000 fish in the Penobscot River, the site of the state's principal restoration project. Despite stocking, the salmon population of the Penobscot River has not significantly increased.
