Maine Department of Environmental Protection Commissioner Dean Marriott yesterday gave final approval for Systems Control Inc of Sunnyvale, Calif, to build emissions testing centers in the state's seven southern counties Starting in July, all cars and small trucks in the seven counties will have to be tested every two years, at a cost of $24 -- The contract to operate the testing sites is worth an estimated $5 million annually to Systems Control Details
