Abstract

A study by the Portland Police Department on its use of pepper spray over the past year has shown that the spray, which causes temporary blindness and excruciating pain, reduces injuries to officers and suspects -- The spray has been used 158 times in Portland since being issued to officers late in 1992, and a comparison of injury rates from 1990-92 with injury rates over the last year showed use of the spray resulted in a reduction of injuries -- Details
