Abstract

Elizabeth Barr, the mother of three, last week had her name drawn from a hat containing the names of two finalists who qualified for a special low-interest loan on a house that the Sanford Institution for Savings had priced far below market value -- Barr will be allowed to buy the house, which the bank acquired by foreclosure -- She will not have to pay a closing fee or -- make a downpayment -- She will be allowed to pay off the $48,000 mortgage over a thirty year period by making monthly payments of $28748 -- Her interest rate will be 599 percent
