A study prepared for the Legislature's Education Committee says that the state's public schools are in a state of emergency and need at least $30 million in aid to rectify the situation -- The study, prepared by Professor Josephine M LaPlante of the University of Southern Maine, cited disparities in teacher salaries, poor management and a lack of resources as the main problems facing Maine's schools
