Abstract

Williston West Church on Portland's Thomas Street rents out three small offices, a practice that puts the church in violation of the city's zoning laws because it brings a commercial use to a residential neighborhood. City Councilor Peter O'Donnell has proposed a zoning amendment that would allow the offices to stay in the church, but some West End residents are opposed to the change, calling it spot zoning.
