The Portland School Board last night voted 8-1 in favor of adopting a $55,643,918 budget for the 1994-95 fiscal year. The amount represents a 7 percent increase in spending, and will result in a reduction of 21 staff positions. Salaries and benefits for employees accounts for 78 percent of the total, or $42,994,997.
