Abstract

Gov. McKernan yesterday signed into law a bill that sets minimum education standards for law enforcement officers, gives the public more say in police disciplinary proceedings and requires all police agencies in the state to develop policies on the use of force. The bill was prompted by the May 1992 fatal shooting of Katherine Hegarty, 51, by police officers. Details.
