Abstract

Gov. McKernan's proposal to allow Louisiana-Pacific Corp. to use pollution credits achieved through the state's automobile emissions testing program so it can expand its New Limerick facility has angered some motorists, who question why they should be subsidizing the expansion of a polluting facility. The federal Environmental Protection Agency has not yet approved the transfer of credits, and is seeking public comment on the plan. In California, pollution credits are a valuable commodity, selling for around 25 cents per pound. Details, related article.
