Abstract
Unum Corp. is asking the city of Portland to create a Tax Increment Financing district so it can build a four-story, 240,000-square-foot office building at its complex off outer Congress Street. The new building would generate $20.8 million in taxes over 20 years, and under Unum's proposal it would get to keep $16.6 million, with $4.2 million going to the city. Details.
