Portland City Council District 1 candidates John Connors and Michael A. Keever have come out in opposition to the use of Tax Increment Financing districts to encourage economic development, while George N. Campbell Jr., the third candidate, is one of the state's leading authorities on the issue. Campbell, president of Governmental Services Inc., drafted the proposal to establish a TIF for Nichols Portland. Details.
